I was on the telephone yesterday with two people at USPTO who are in the
middle of all of this. We had a very frank exchange of views.

I had been in dialogue with high-up USPTO people about this problem
(what happens if abusive software places high demands on the system) for
two years now, and I had made many, many suggestions over the past
couple of years as to what to do about this. None of my suggestions was
was adopted. The approach that USPTO sprang on everybody within the
past week was different from any of my suggestions.
