FreePatentsOnline does it for free. SumoBrain, which just completed an
internal beta testing phase and will launch shortly, will be able to do it
also. The syntax is:

 

"cat dog"~5

I am looking for a patent database which allows searching by proximity
operators (i.e. the ability to search for A and B within n words of each
other). Any suggestions?

 

I am familiar with Delphion, where the operator would be A <near/5> B to
search for A and B within 5 words of each other. I assume there are other
(lower cost?) options.
