Hi Alan,

As regards your post, the Intellectual Property Owners Association (IPO)
concluded its Annual Meeting on Tuesday with a panel on patent quality. IPO
has a patent quality committee, led by Mike Walker, Chief IP Counsel of
DuPont, that is working on baseline recommended quality metrics for US
patents and applications. The panel not only featured Mike, but also
featured executive IP leaders from Microsoft and IBM, as well as the general
counsel of the USPTO. All discussed metrics used for patent quality, though
the official IPO position (getting help in part, as I understand it, from
the IBM research mentioned in your post) was labeled "not yet ready for
prime time." Therefore, panel presentations revolved around metrics used
within each panelist's organization.

In addition, there will be simultaneous workshops on patent quality and
patent ranking systems at the upcoming LES Annual Meeting October 19 - 22 in
Orlando. As co-chair of that event, I encourage you to attend to learn more
of the active commercial interest in the area.

Our firm is among a few others that have developed reliable patent quaity
algorithms for use in proprietary analytics or for inclusion in the tools of
others. You can be assured that development continues publicly and privately
among organizations and institutions seeking to understand - at least at a
first pass - how to separate the minority of legally or economically strong
patent "signal" from the majority of weak patent "noise."
