Dear Laurie,
Patent offices do not normally publish priority documents in their own
right. They are however generally made available when an application is
published/granted in order that anyone interested may establish whether
the claimed priority is justified.
In this case, the Japanese application JP04-069320 was used as priority
document for the equivalent US patent US5457473. It ought therefore to
be possible to inspect the priority document at the USPTO or with luck
get them to send you a copy. If you are very lucky, there may even be a
translation filed.

suggests that "Individual application documents, other than application
as filed" can be supplied. I would advise you to emphasise that you
require the Japanese priority document.
