Contenders for the shortest specifications in terms of wordcount must be
the notorious George Knauer applications "Process Of Love"
(US2003152907) and "Process of Reincarnation" (US2004005535). I doubt
there are any from other authorities in the modern era to beat them, as
the US seems to have by far the weakest filtering system for what
applications are rejected without reaching publication. They would
also, unexpectedly, be contenders for "most incomprehensible".
