"New Ocean Tomo platform opens virtually all worldwide patents for
bidding
In what it calls "an ongoing effort to further IP liquidity," Ocean Tomo
announced the launch of a new transaction platform -- Patent/Bid-Ask(tm)
(PBA) -- that allows buyers and sellers to make and receive offers on
virtually all patents worldwide. The firm says PBA is "the first web-
and voice-enabled public forum" for bidding on 33 million patents across
77 countries and patent issuing authorities. "Importantly," adds Ocean
Tomo president and CEO James Malackowski, the service "supports
unsolicited offers, or Bids, for patent assets, thus buyers wanting to
initiate a sale or exclusive license can anonymously contact patent
owners." All offers to buy and sell are placed through an Ocean Tomo
voice broker using standard processes and documents developed in
accordance with the firm's well-known live public auctions. Ocean Tomo
qualifies all buyers by requiring either a deposit or a pre-approved
subscription account, and the voice brokers act as facilitators when
bids fall below asking prices. Of significant interest to TTOs may be
the transparency feature of PBA, which publicly posts all Bids, Asks and
final transaction prices, "making it the first and only global patent
price discovery platform," the company maintains. For more information

There's no database of those 33 million patents on this site, just a
form for entering the patent number and a database of patents with
offers. The odds of finding the patent you're interested in by simply
searching the website will stay very small unless this database really
takes off. The website allows a registered user to make a bid on any
patent they want, and allows a patent owner to ask for offers on any
patent it owns. It's not clear to me whether Ocean Tomo will make much
of an effort to contact the patentee to let it know someone's made a
bid. It'll be interestng to see how many people actually use this forum
for technology transfer.
