I realize this is raising the adoption bar quite a bit, but let me offer a
suggestion: Develop an open standard via which universities/companies can
bulk load and update their data, rather than having to have every individual
do it themselves. Of course, adoption will be slow and you can still offer
individual sign-up, but that might be the way to get more comprehensive
coverage in the end.
