to answer your question, WO/1999/060079 is an international application
filed under the PCT system. PCT applications are not granted patents,
although they may eventually become granted patents in the national
offices where the applicant chooses to enter the "PCT national phase".

PCT applications are published by WIPO. As others have pointed out,
you can find copies through various other online providers, all of whom
provide good services. You can find the original WIPO publication via
www.wipo.int/patentscope. Once you have found the relevant
application, the documents are available for viewing, printing or
download (complete document in PDF format) under the "Documents" tab.

I often procure US patents (at Patent Fetcher, which I love), but have
now
been asked to procure one I am not familiar with. It is Publication
Number
WO/1999/060079 (title: Milling Tool with Rotary Cryogenic Coolant
Coupling).
I found it at http://www.wipo.int/, but am not even sure it is a
patent
rather than simply an application. Could someone enlighten me? If it is
a
patent, will printing out the copy behind each of the tabs procure the
entire patent, or is there some other source?
