Can the PCT Gazette be shrunk to save it?

I am wondering if WIPO studied ways of eliminating parts of the PCT
Gazette in order to save the printed versions. For example, how many
people getting the PCT Gazette rely on the indexes at the back of each
week's gazette? I am thinking of Section II (corrections and expirations)
and Section III (indexes of PCT apps by country, by applicant name, and
by IPC classes.
These sections make up about 10% of the printed Gazette, so by
eliminating them it might be possible to save enough money to continue with
the paper version. For those who need the information, which I assume is
not that often, WIPO could provide the information on its Web page for
quick searching.
So out of curiousity, do many people need access to Sections II and
III of the PCT Gazette on a regular basis?
